Cellular Telephone Policy

This policy describes the assignment, use and management of cellular telephones by employees of the SUNY Maritime College. SUNY Maritime College provides for the use of cellular telephones for those individuals whose duties and responsibilities require remote communications capabilities.

POLICY

  • The assignment of cellular telephones must be approved by the Chief Financial Officer. Cellular telephones may be assigned only to employees whose duties and responsibilities frequently require immediate and off-site communications capabilities.
  • The Director of Information Technology is responsible for the requisition of the types of phones or equipment to be purchased. The Purchasing Manager will procure the items and issue Purchase Orders
  • A current inventory of all cellular telephones must be maintained. Such inventory must include telephone numbers, along with the name of each employee to whom a unit has been assigned. The Purchasing Manager will keep a list of those employees who are assigned cell phones
  • All employees, who are assigned a cellular telephone, must sign an acknowledgement of Cellular Telephone Policy (see Attachment 1) which is to be maintained in the employee’s personnel file.
  • Each employee assigned a cellular telephone shall be primarily responsible for the security and maintenance of the unit, and must immediately report any theft, loss or vandalism of the unit.
  • Assigned cellular telephones are to be used for official business-related activities. Any non-state business calls placed against an employee’s cellular telephone is their personal responsibility for payment. Personal use of an assigned unit shall be occasional, incidental, or for emergencies.
  • A monthly usage bill will be provided to each employee assigned a cellular telephone. The employee is responsible for reviewing the monthly usage bill and must reimburse SUNY Maritime College for all personal calls. The Director of Business Affairs will also review the cellular phone usage records to identify non-work related calls. Reimbursement in the form of a check or money order made payable to SUNY Maritime College should be forwarded to Student Accounts along with a copy of the monthly phone usage statement that identifys the personal calls paid for.
  • The responsibility for assigned cellular telephones cannot be transferred to another employee. When an employee to whom a cellular has been assigned terminates employment or transfers to another campus position, the cellular telephone must be returned to the designated administrative official, in appropriate working condition, prior to the employee’s last day of work.
  • Any employee assigned a cellular telephone who fails to comply with SUNY Maritime College telephone policy may have telephone privileges suspended or revoked and may be subject to disciplinary action.
