2012 Course Descriptions
Below is a course listing of all the training classes currently offered by Maritime College Professional Education and Training . Please refer to the 2012 course scedule for availability.
Basic Safety Training (BST) - U.S. Coast Guard Approved
The STCW BST requirements are contained in Reg. VI/1 of the STCW code. BST is required for those persons serving in a position that must be filled as part of the required crew complement or assigned a responsibility on the muster list. This training is comprised of four elements: personal survival techniques, fire prevention and fire fighting, elementary first aid, and personal safety and social responsibility. See NMC Policy Letter No. 12-01 for information about maintaining competence of BST. Each section of the STCW- Basic Safety Training curriculum is described below in more detail:
- Basic Firefighting: This 16-hour course meets all requirements for basic firefighting found in the STCW. This course includes both classroom and firefield training.
- Personal Survival Techniques: This 15-hour STCW required course covers all required subjects for personal safety afloat including: Lifeboats, liferafts, abandoning ship, emergency communications and survival first aid. Extensive use of the College pool is used for “hands-on” demonstrations and exercises.
- Personal Safety and Social Responsibility: This 4-hour STCW required course covers subjects including: pollution regulations, personal safety afloat and personal relationships on-board.
- Basic First Aid and C.P.R.: This 8-hour STCW required course covers basic first aid, initial response to injuries and CPR. It also counts as the annual refresher for CPR certification.
Able Seaman - U.S. Coast Guard Approved
This 48-hour course meets the requirements for training and practical assessments as described in 46 CFR 12.05-7. The class covers subject areas in rules of the road, seamanship, buoyage, ship nomenclature, anchoring and deck department operations. Students are required to successfully complete a written examination and practical seamanship exam.
Advanced Firefighting - U.S. Coast Guard Approved
Advanced firefighting training is required for all licensed officers as described in 46 CFR 11.40. This 32-hour course covers a review of basic firefighting techniques and then moves on into fire party organizations and leadership. The course also covers response to Hazmat incidents and the use of dangerous cargo guidebooks.
Fast Rescue Boat (FRB) - U.S. Coast Guard Approved
This course is a 3-day course and will begin to be offered in the Spring 2011. The cost is $1,250. Anyone who satisfactorily completes this course will satisfy the requirements of Table A-VI/2-2 of the STCW code - "Specification of the Minimum Standard of Competence in Fast Rescue Boats." Classes and practical training in the boats will be held at the college campus/waterfront. Training topics include: construction, characteristics, and outfitting of a FRB, starting and operatiing the engine and accessories, navigational and safety equipment, launching and recovery, handling in prevailing and adverse weather conditions, procedures for righting a capsized FRB, search patterns and environmental factors, assessment of readiness for immediate use and knowledge of maintenance and repair of FRB.
Hazmat/Hazwoper - Meets OSHA Requirements

This 32-hour course is intended to familiarize the mariner with the latest techniques for getting the most out of the ARPA found onboard most modern merchant vessels. Starting with a quick refresher in plotting techniques, the instructor will then move on to cover both theory and practical uses of ARPA sets. The course will make extensive use of the College’s recently upgraded Radar/ARPA/ECDIS simulator. This course satisfies STCW requirements for training.
This 80-hour course prepares mariners for navigation beyond near coastal waters. The certificate is required for an Oceans Endorsement on a Mate or Master’s license and for all STCW certificates. Course work includes sun and star lines, latitude by noon sight, parallel sailing and great circle sailing.
Lifeboatman (Proficiency in Survival Craft) - U.S. Coast Guard Approved
The Coast Guard requires any applicant for an Able Seaman endorsement to successfully meet the requirements for Lifeboatman. This 30-hour course meets all the requirements of 46 CFR 12.10 for training in survival craft, emergency operations, and boat handling.
Original Radar Observer (Unlimited) - U.S. Coast Guard Approved
46 CFR 11.401 requires that every licensed master or mate with a tonnage limitation above 200 gross tons is certified in radar principles and operation. This 5-day course covers all required topics, including aspects of radar operation theory, collision avoidance, and navigation. Extensive work is done on the Radar/ARPA/ECDIS simulator.
Radar Renewal - U.S. Coast Guard Approved
This one-day class satisfies all the requirements for the CFR mandated five-year renewal of all radar endorsements. This class provides a review of the relative motion triangle and tests the student using an approved radar navigation simulator. This class is generally offered twice per month on Fridays, except in July and August.
Tankship, Person-In-Charge - U.S. Coast Guard Approved
46 CFR Part 13 describes the requirements for certification as a Person-In-Charge of a liquid cargo transfer. One of the options for certification is successful completion of an approved course in liquid cargo operations.
This 40-hour course meets all the requirements and offers extensive use of a Liquid Cargo Simulator.
Electronic Chart Display and Information Systems (ECDIS) - U.S. Coast Guard Approved
This 35-hour course meets the STCW requirements in Tables A-II/I, and A-II/2 for planning and conducting a passage and determining position through the use of ECDIS.
Operator of Uninspected Passenger Vessels (OUPV) - U.S. Coast Guard Approved
This 56-hour course will satisfy the U.S.C.G examination requirement of 46 CFR 11.467 for the issuance, renewal or reissuance of a license as operator of uninspected passenger vessels.
100 Ton Master - U.S. Coast Guard Approved
This is a comprehensive 80-hour course with practice exercises and written final examinations for a USCG license as Master of steam or motor vessels of not more than 100 gross tons.
200 Ton Master Upgrade - U.S. Coast Guard Approved
This 24-hour course is intended to satisfy the U.S.C.G examination requirements for a license upgrade to Master of steam and motor vessels of not more than 200 gross tons.
Global Marine Distress Safety System (GMDSS) - U.S. Coast Guard Approved
This is a 70-hour course for deck license holders who will be designated as GMDSS Operators. The course covers all elements of the GMDSS systems including emergency calling procedures and response. This course makes extensive use of a GMDSS simulator.
Steam and Diesel Automation
This 5-day course course covers diesel and steam propulsion systems. The course uses various labs and simulators including the Training Ship Empire State VI . The course was originally developed for and offered annually to U.S.C.G. marine inspector personnel.
Launch Tender - U.S. Coast Guard Approved
This 16-hour course includes one day of "hands-on" training in a small craft and is designed for employees at a yacht club, marina, or other organization who require a limited operator of uninspected passenger vessel or limited master of self propelled vessels engaged in launch tender service upon inland waters (not more than 1/2 NM from shore) license.

Visual Communications (Flashing Lights) - U.S. Coast Guard Approved
This 1-day course satisfies the STCW and U.S. Coast Guard regulatory requirements for practical signaling.
Ratings Forming Part of Navigational Watch (RFPNW) - U.S. Coast Guard Approved
This one-day course covers all of the STCW assessments in Table A-II/4.
Bridge Resource Management (BRM) - U.S. Coast Guard Approved
This three-day course meets the requirements for Bridge Resource Management training as required by the STCW and U.S.C.G. regulations. This course makes extensive use of a full-mission bridge simulator. Course subjects include: communications, situational awareness, error chain analysis, and the Pilot/Bridge Team relationship.
International Ship and Port Security (ISPS Code & MTSA) - VSO, CSO, FSO
This 3-day course approved by the DNV on behalf of MARAD and the U.S.C.G. covers all required topics for designation as a ship, company, or facility security officer. The course discusses threat assessment, planning, implementation and training requirements for compliance with the International Ship and Port Facility Code and the Maritime Transportation Security Act of 2002 (MTSA).
Celestial Navigation - Oceans Endorsement - U.S. Coast Guard Approved
This 80-hour course will satisfy one of the following: (1) the celestial navigation training requirements for certification as Officer-in-Charge of a Navigational Watch on vessels of 500 or more gross tonnage (ITC); OR (2) if presented within one year of completion of training, the Celestial Navigation problems AND the Navigation Problems examination requirements to increase the scope of a license as Master or Mate, Offshore Supply Vessels, from Near Coastal to Oceans.
Automatic Radar Plotting Aids (ARPA) - U.S. Coast Guard Approved
Any applicant who successfully completes this 32-hour course will satisfy the U.S. Coast Guard’s ARPA training requirements. The practical assessments conducted in this course will be accepted as the equivalent of the following assessments from the National Assessment Guidelines for Table A-II/1 of the STCW Code: OICNW-3-2A; OICNW-3-2B; OICNW-3-2C; OICNW-3-2D; OICNW-3-2E; OICNW-3-2F; OICNW-3-2G; OICNW-3-2H; OICNW-3-2I; OICNW-3-2J; OICNW-3-2J; OICNW-3-2K; OICNW-3-2L; and OICNW-3-2M.
