Parking Permits and Areas
General Regulations:
- Parking on the campus of the State University of New York Maritime College is by Permit only and the State University of New York assumes no liability for loss or damage to any vehicle parked on the campus.
- Visitors shall register with the University Police and secure a temporary parking permit good for marked visitor spaces in parking lots # 1 and 4, as well as any open on street parking areas.
- No person shall park a vehicle on the premises of the SUNY Maritime College in such a manner as to interfere with the use of a fire hydrant, fire lane, handicapped access area or other emergency zone, or create any other hazard or unreasonable interfere with the free and proper use of a roadway or pedestrian way.
- With the exception of Reeder Street, which is reserved for resident parking, parking is authorized for permit holders on the right shoulder of any campus roadway except where no parking signs are posted or no parking areas are marked on the roadway.
- Parking may be prohibited on any campus roadways or in any parking lots whenever a snow emergency is declared by the Director of Facilities or the Chief of Police.
- Temporary stops to pick up or discharge passengers are permitted, providing the driver remains in the vehicle and the free flow of traffic is not impeded.
- All faculty, staff, students and visitors must park in assigned areas. Staff and visitor parking areas are designated and student parking in staff or visitor parking areas or lots is prohibited. Student parking lots are also designated and identified by signs at the entrance.
- Parking on Wadhams St. inside the Fort area is reserved for faculty and staff members having official business to conduct in the Fort. Under normal conditions, parking in this area is limited to a maximum of one hour. On Wadhams St. inside the Fort vehicles may only park next to the building and not within the areas near the entry or exit archways or the main entrance.
- The Chief of Police may, in order to meet the parking demands of a specific College function authorize parking in any areas; providing, however, that such parking in no way impedes the ingress and egress of emergency vehicles.
- The Chief of Police may also temporarily prohibit parking anywhere on campus should circumstances require it. In such cases advance notice will be given if possible via posted notices in Residence Halls and other areas on campus, by notices placed on vehicles and by College E-Mail to all students and staff. Where vehicles are towed as a result of failure to comply with a temporary parking prohibition and adequate notice has been given, permit holders/vehicle owners will be charged for the cost of the on campus tow.
Parking Permits:
- Faculty and Staff desiring to operate and park vehicles on the College grounds must secure a parking permit from the University Police located at the main entrance of the College.
- Students desiring to operate and park vehicles on the College grounds must secure a parking permit from the University Police located at the College entrance.
- All students desiring to operate and park vehicles on the College grounds must first be approved by the College and pay a registration fee of $80 at the Bursar’s Office.
- Student parking permits expire immediately upon disenrollment from the College and annually at the end of the summer semester.
- Students must reregister their vehicles at the commencement of each fall semester.
- Students wishing to park their vehicles on campus during Summer Sea Term must register for this separately, and if they don’t already possess a valid parking permit pay a fee of $15 to the Bursar. In addition all vehicles left on campus during Summer Sea Term must be parked in an area designated by the University Police and car keys left with the University Police.
- All outstanding parking Violations must be paid at the bursar’s office to prevent denial of access to the student’s records and registration for classes.
- All registered vehicles must have permanently affixed to the outside of the passenger side rear window a parking permit sticker issued to the registrant. Vehicles for which a parking permit and sticker have been issued but which do not display it in accordance with these regulations will be considered to have no valid permit. When the configuration of the vehicle prohibits permanent display of the sticker on the outside of the passenger side rear window an alternate method of permanent display on the exterior of the vehicle may upon request be designated by the Chief of Police.
- Where a student uses multiple vehicles regularly a second sticker may be issued and permanently and properly affixed to the second vehicle which must be registered to the same individual as the first vehicle. The fee for a second vehicle sticker is $15. The sticker must be replaced when it becomes unreadable or if the vehicle is transferred to another owner. Replacement stickers can be obtained by completing a new application and paying a replacement fee of $15.
- Temporary student parking permits may be issued by the University Police, as available space in Parking lot 1 permits, for a total period of not more than one week a semester. Temporary parking permits for students with regular parking permits but using another vehicle temporarily will be issued by the University Police.
- Duplication, alteration or reproduction of a SUNY Maritime Parking Sticker or Temporary Student Parking Permit is a violation of section 170.05 of the Penal law (forgery 3rd) and possession of such a forged instrument is a violation of Section 170.20 of the Penal Law (Criminal Possession of a forged Instrument) and may subject the violator to arrest and prosecution.
Student Parking Permits and Assigned Student Parking Areas:
No student parking is permitted
in any parking space marked as Staff or Visitor parking
or
In Parking Lots #2 (S&E), 4 &5 (Baylis Hall- Galley), 8 (Fort), Wadhams St. or Reeder St.
General Student Parking
Student parking on campus is limited and Student Parking Permits will be issued on priority basis up to the maximum number of spaces allocated for student parking as follows:
Non-Resident Commuter students
Resident Graduate Students
Resident 1st Class and Senior Civilian Students
Resident 2nd Class and Junior Civilian Students
General Student Parking Permits authorize parking in Parking lots #1, 3, 6, 7, 9 and 15 (located under the Throggs Neck Bridge), as well as any available unreserved on street parking areas.
All General Student Parking is on a first come first served basis.
Resident 3rd and 4th Class Cadets and Resident Freshman and Sophomore Civilian Students are not eligible for Student Parking on campus
A very limited number of 3rd and 4th Class Cadets and Freshman and Sophomore Civilian students may be granted hardship General Student Parking Permits as authorized by the Commandant of Cadets or Dean of Students respectively if space is available.
Continuing Education Students
These students will be issued temporary parking permits which authorize parking in Lots #7, 9 or 15 and in on street parking spots.
Violation of Parking Regulations:
- For vehicles registered with the College, a SUNY Maritime College summons will be issued for violations of the College parking regulations.
- The prosecution of visitors and other vehicles not registered with the College shall be in accordance with applicable SUNY regulations or Local law.
- The College reserves the right to remove, by towing or otherwise, vehicles parked in violation of the regulations, or abandoned. Such removal will be at the expense of the decal registrant or owner of the vehicle.
Fines and Penalties for Parking Violations
- For parking violations, written on a SUNY Maritime College Summons, the offender will be fined twenty five dollars. All fines are payable to the Bursar and all monies deposited in the State University Income Fund account.
- Fines and penalties for parking violations written as infractions of New York City Parking Regulations shall be as prescribed by Local Law and adjudicated by the NYC Parking Violations Bureau.
- In the case of students with unpaid fines, grades and transcripts will be withheld until the fines are paid. All fines are considered debts due the College and must be paid prior to the campus vehicular reregistration procedure at the commencement of each fall semester.
- Revocation of campus motor vehicle registrations and a loss of parking privileges for the balance of the academic year may result upon a finding that 10 or more parking violations have been incurred during an academic year.
- A vehicle immobilizer may be affixed at the owner’s expense by the University Police Department, to any vehicle parked in violation of these regulations, where there is a need for prompt seizure of such vehicle, or after reasonable efforts to learn the name and address of the owner or operator and collect outstanding fines have been unsuccessful. The fee for removal of such vehicle immobilizer equipment shall be $25 and payment of any outstanding parking fines.
Campus Parking Summons Appeal Procedure.
- Any student of the SUNY Maritime College or other person who feels that he/she has been wrongfully issued a SUNY Maritime College parking summons may, within 14 calendar days after receiving the summons, submit his/her appeal to the University Police on the appeal form provided by the University Police.
- All the required information on the appeal form must be entered legibly to be considered and the appeal form should detail the reasons why the appeal should be granted.
- The chief administrative officer shall designate a Hearing Board, not to exceed three persons, to review appeals for violation of campus parking regulations.
- Such Hearing Board shall not be bound by the rules of evidence, but may hear or receive any testimony or evidence directly relevant and material to the issues presented. A notice of the decision of the Board shall be promptly transmitted to the violator if an address for such mailing or an E-mail address has been provided on the appeal form, and no violation will be referred to the Bursar for payment before a pending appeal has been decided.
