Topic: Pros & Cons of "Flag of Convenience" Regime |

Research into contemporary issues such as Flags of Convenience in the international maritime and transportation areas involves three separate types of activities. Online research involves utilizing search engines, looking through sites created by governments, international organizations, advocacy groups, news organizations, and so on. Database research uses the resources available from the Stephen B. Luce Library website (such as Ebsco, Marine Technology Abstracts, and TRID) to perform in-depth examinations of various subjects. Print publication research requires students to come to the library to use the many books, periodicals and other print materials available. Any book not in the Luce Library collection may be requested from another library via Interlibrary loan. |

Security, Safety, and Legal Rights at Sea
- International Transport Workers’ Federation
- The International Transport Workers' Federation (ITF) is an international trade union federation of transport workers' unions. Any independent trade union with members in the transport industry is eligible for membership of the ITF. 690 unions representing over 4.5 million transport workers in 153 countries are members of the ITF. It is one of several Global Federation Unions allied with the International Trade Union Confederation (ITUC). ITF has powerful influence on wages and condition of one particular group of workers, seafarers working on ships flying Flags of Convenience (FOCs)
- International Labour Organisation

- MARISEC
- Maritime International Secretariat Services provides annual reports on Flag State Performance
- Representing the “voice of international shipping,” the ICS and ISF disseminate and publish press releases on a variety of topics for ships’ operators on security, safety, and regulations at sea.
- United Nations Website
- Paris MoU
- The organization consists of 27 participating maritime Administrations and covers the waters of the European coastal States and the North Atlantic basin from North America to Europe.
- Annually more than 24.000 inspections take place on board foreign ships in the Paris MoU ports, ensuring that these ships meet international safety, security and environmental standards, and that crew members have adequate living and working conditions. - MARAD
- The Maritime Administration is the agency within the U.S. Department of Transportation dealing with waterborne transportation. - United States House of Representatives

- World Economic Outlook Database
- This International Monetary Fund database supplies economic-time-series data for nominal GDP (at market and purchasing parity exchange rates), real GDP, per capital GDP and inflation. Data in spreadsheet format is available for series dating back to 1970; aggregate data for the world and country-specific data are included.

- Social Indicators
- The United Nations Statistics Division compiles tables of the latest indicators of social development for housing, health, education, illiteracy, income and economic activity, youth and elderly population, urban and rural population, and unemployment.

- Foreign Labor Statistics
- Foreign labor statistics, gathered by the U.S. Bureau of Labor Statistics from national statistical offices and international agencies, provide comparative country data on productivity, unit labor costs, compensation, labor force, employment and unemployment, and consumer prices.
- Organisation for Economic Co-operation and Development
- OECD's work is based on continued monitoring of events in member countries as well as outside OECD area, and includes regular projections of short and medium-term economic developments. The OECD Secretariat collects and analyses data, after which committees discuss policy regarding this information, the Council makes decisions, and then governments implement recommendations. They provide data and analysis on a variety of topics including maritime issues and work to promote policies that will improve the economic and social well-being of people around the world.

II. Suggested Resources for Database and Periodical Research |
The Stephen B. Luce Library offers a variety of full-text databases to complement your queries. These databases incorporate contemporary and historical articles, statistics, reports, and interviews on a multitude of topics and are also searchable by keyword, author, title, or subject. If a specific article is not available in full-text format, you can request it through the Luce Library’s Interlibrary Loan system, ILLiad.

- Academic Search Complete is the world's most valuable and comprehensive scholarly, multi-disciplinary full-text database, with more than 8,500 full-text periodicals, including more than 7,300 peer-reviewed journals. In addition to full text, this database offers indexing and abstracts for more than 12,500 journals and a total of more than 13,200 publications including monographs, reports, conference proceedings, etc. The database features PDF content going back as far as 1887, with the majority of full text titles in native (searchable) PDF format. Searchable cited references are provided for more than 1,400 journals

- Newspaper Source Plus
- Newspaper Source Plus includes more than 860 full-text newspapers, providing more than 35 million full-text articles. In addition, the database features more than 857,000 television and radio news transcripts
- GreenFILE
- GreenFILE offers well-researched information covering all aspects of human impact to the environment. Its collection of scholarly, government and general-interest titles includes content on global warming, green building, pollution, sustainable agriculture, renewable energy, recycling, and more. The database provides indexing and abstracts for more than 384,000 records, as well as Open Access full text for more than 4,700 records.
- Military & Government Collection
- Designed to offer current news pertaining to all branches of the military and government, this database offers a thorough collection of periodicals, academic journals, and other content pertinent to the increasing needs of those sites. - Gale Virtual Reference Library is a database of encyclopedias, almanacs, and specialized reference sources for multidisciplinary research. These reference materials once were accessible only in the library, but now you can access them online from the library or remotely 24/7. Because each library creates its own eBook collection, the content you see may vary if you use the database at different libraries (your school, your public library, or your office).

Print periodicals from the last two years are arranged alphabetically near the circulation desk. Older periodicals may be found further towards the back of the library in the bound periodicals collection. Our bound periodicals may not be checked out, but you use our photocopier for 15 cents a page. The titles below may have relevant articles to examine. |

Requesting Interlibrary Loan
Interlibrary loan (ILL) is a service that allows SUNY Maritime College students, faculty, staff, and administrators to request books, periodical articles, and other research items from other local, national, and international libraries. In addition, Maritime college community experience enhanced ILL services through the Library's membership in local resource sharing consortiums such as IDS.
