Lawrence (Larry) Howard, Ph.D.

Larry is a tenured professor, he joined the college in 2005. He developed and managed a market research section for the American operation, (MOLAM), of one of the world’s top ocean carriers, Mitsui OSK Lines. He organized and led two summer semesters at sea for business administration students, courses included International Business, Global Logistics, and Import/Export on the California Maritime Academy's T.S. Golden Bear with field trips at port calls in Costa Rica, Chile, the Cocos Islands, and Mexico; Midway, Saipan, Busan, Naha, and Yokohama. He also initiated and obtained approval of a 5-course undergraduate Minor in Intermodal and Maritime Security at SUNY Maritime College, jointly offered by the Marine Transportation Department and the Department of Global Business and Transportation.

Dr. Howard initiated and obtained approval for a Supply Chain Management Advanced Certificate within the Master of Science degree program in International Transportation Management at SUNY Maritime College.

He designed and Directed Exercise Trojan Horse at SUNY Maritime College for three consecutive years; a public/private collaborative exercise of vessel and facility security plans under the Maritime Transportation Security Act of 2002.

 

He led the Department of Global Business and Transportation (GBAT) at SUNY Maritime College to candidate status with the International Accreditation Council for Business Education (IACBE) for GBAT's Bachelor of Science program in International Transportation and Trade.

He was a GBAT Department Chair and co-chaired a task force on the International Transportation and Trade (ITT) BS Degree Program as part of the college-wide Academic Portfolio Review.

For many years Dr. Howard worked as an independent contractor and served as Independent Contractor on roster of instructors for US State Dept., Office of Antiterrorism Assistance) as of May 4, 2012 – July 1, 2013 (finished last contract as of June 22, 2012) Deco, Inc., Norfolk, VA, contractor to US Dept. of State, Office of Antiterrorism Assistance, Bureau of Diplomatic Security Page 10 of 18 • Taught, as part of a team of instructors, maritime port and harbor security in Aqaba, Jordan Orion Management LLC, Springfield, VA, contractor to US Dept. of State, Office of Antiterrorism Assistance, Bureau of Diplomatic Security • Taught, as part of a team of instructors, maritime port and harbor security in Varna, Bulgaria.
